In letters sent to the CEOs of Citibank, Bank of America, Bank of New York Mellon, Goldman Sachs, JPMorgan Chase, Merrill Lynch, Morgan Stanley, State Street Corp., and Wells Fargo, Waxman said &#8220;While I understand the need to pay the salaries of employees, I question the appropriateness of  depleting the capital of taxpayers just injected into the banks through the payment of billions of dollars in bonuses &#8230;&#8221; &#8220;To assist the committee&#8217;s investigation into this issue&#8221;, Waxman requested each bank to provide various pieces of information about salaries, [&#8230;] [...]</description>
